The Ho Chi Minh City Metropolitan Railway Management Board (MAUR) engaged TechTack to build its official tender information portal — a secure, bilingual platform that takes contractor market sounding and expressions of interest online for HCMC's urban-rail programme, built to Vietnam's 2025 contractor-selection law and connected to the national e-procurement system.

Ho Chi Minh City is building out one of Vietnam's largest urban-rail networks — and the authority behind it, MAUR, set a clear tone for how contractors should be engaged: transparency, fairness, and modern procurement, in its own words.

MAUR commits to transparency, fairness, and modernizing all procurement processes — so the portal had to make that commitment visible, not just stated.

The brief: take contractor engagement online, bilingually and securely, fully aligned to Vietnam's 2025 contractor-selection law — and connect cleanly to the national e-procurement system so the process is consistent end to end.

The challenge

To select contractors for its urban-rail packages — including through direct appointment under Resolution 188/2025/QH15 and market consultation under Decree 214/2025/ND-CP — MAUR needed an official, public channel to reach the market and capture contractor capabilities in the open.

That meant three things at once. The portal had to mirror a brand-new 2025 legal framework; it had to serve both Vietnamese and international contractors, so language couldn't be an afterthought; and because this is public procurement involving personal and corporate data, every interaction had to be secure and auditable by design.

Lets consulting parties conduct market consultations for HCMC's urban-rail projects — helping MAUR shape contractor-selection planning and requirement documents before procurement.

Lets potential contractors search project information and submit their capability and experience, so MAUR can review potential-contractor lists for selection by direct appointment.

MAUR now runs an official, live portal — tenders.hochiminhmetro.vn — that brings market sounding and expressions of interest online for Ho Chi Minh City's urban-rail programme. Contractors, including international ones, engage through a secure, bilingual, legally grounded channel that carries the authority's official identity and connects to the national procurement system.
